The government is updating the operational protocols for invincibility points to ensure that Ukrainians can remain connected and access digital services during blackouts. The Ministry of Digital Transformation of Ukraine stated that these regulatory changes are intended to provide stable network access during crisis power outages.
The agency highlighted that the difficult power supply situation in Odesa underscored the urgent need for reliable connectivity during outages, noting that availability at invincibility points was inconsistent. The state often learned about connectivity issues through complaints on social media rather than through official monitoring systems.
According to the statement, “Now every invincibility point must have energy-independent Internet through xPON technology or Starlink terminals. This guarantees that, despite power outages, you will be able to call relatives, use government services, and receive important news from the State Emergency Service.”
The new requirements mandate the use of xPON fiber Internet, which can function without power for up to 72 hours, or access to Starlink satellite connectivity. Each location will be assigned a digital address that will facilitate automatic tracking of the network status.
Additionally, sources indicated that Ukraine has become the first country in Europe to test Starlink Direct to Cell, which allows for message exchanges via satellite even without mobile coverage. This development aims to ensure uninterrupted access to governmental services and timely reception of emergency messages during crises.
